Pruneyard land history — orchards, Union Ave, arsenic literacy

This corner of Campbell — Bascom, Campbell Avenue, Union Avenue — went from prune-and-pear orchard to open-air shopping center, then to a mixed street of civic buildings and apartments. The useful story is land-use change: what was here, what was built, and what orchard-era chemistry means as literacy, not as a verdict on any address. History first. Then how to ask a soil question without guessing.

Before Pruneyard

Campbell’s official history is an orchard-city story. Benjamin Campbell’s 1851 hay-and-grain ranch later became the downtown core; after the railroad arrived, drying yards and canneries made the town a fruit-shipping point. The Campbell Fruit Growers’ Union ran a well-known cooperative with a roughly 17-acre drying yard. Three major canneries — J.C. Ainsley, Hyde, and Payne — packed high-quality fruit; much of Ainsley’s output went to England. That is the city’s own account, not folklore.

The wider Santa Clara Valley was the “Valley of Heart’s Delight”: prunes, pears, apricots, cherries, and drying trays for a century. Santa Clara County was once billed as the world’s largest prune producer; production peaked in the 1930s. Campbell Museums’ cannery tour notes that by the mid-1890s the Campbell district was called one of the richest orchard districts in the county. The trees were not scenery. They were the economy.

The 27-acre Pruneyard site itself, the City of Campbell writes, was originally a pear-and-prune orchard known as Brynteson Ranch. Fred Sahadi bought the ranch in 1968 and built a mixed-use, Mission Revival open-air center completed around 1970. The name is a straight memory of the crop. When you stand in the courtyard now, you are standing on a redeveloped orchard parcel — a land-use fact, not a chemistry result.

What this page will not do. It will not invent soil samples, lab results, or regulatory listings for Brynteson Ranch, The Pruneyard, Woodleaf, or any Union Avenue address. Former orchard land is a reason to ask and, if you care about a garden or disturbed dirt, to test. It is not a diagnosis.

The Pruneyard

The City’s Master Use Permit narrative is the cleanest local source: constructed in the late 1960s as an open-air shopping center in the Mission Revival style — arched openings, plaster walls, tile roofs, shade arcades — on those 27 orchard acres at Campbell and Bascom, just east of State Route 17. It was treated as the West Valley’s first “up-scale” center: a showplace of architecture, landscaping, and stores that drew regional shoppers. For a time it also had the distinction of the tallest office building between San Francisco and Los Angeles.

A Campbell Historical Museum photograph published by the Mercury News (“Sign of the Times,” 2013) dates the roadside sign to February 1970 and notes that the theater had opened two years earlier (1968). The shopping center and Tower 1 were completed in 1970. Contemporary write-ups of the 50-year renovation wave describe a roughly 250,000-square-foot retail center plus office towers and, later, a hotel. Ownership has changed (Equity Office, then Ellis Partners / Fortress, later Regency Centers); the land story that matters here is the orchard-to-center conversion, not the latest landlord.

Today the official city page still lists three professional office buildings, a regional shopping center, and a DoubleTree by Hilton. The 2016 Master Use Permit (amended 2021) is the long-term land-use plan — courtyard, pedestrian connections, later buildings. Useful as proof the city treats The Pruneyard as a named place with a written origin story, not as a rumor.

The petition that left town

In November 1975 — San Jose Public Library’s California Room essay dates the courtyard table to November 16 — high-school students Michael Robins and Ira Marcus, with their teacher Roberta Bell-Kligner, collected signatures against United Nations General Assembly Resolution 3379. A security guard told them the privately owned center banned expressive activity unrelated to commerce. They left, then sued.

Santa Clara County Superior Court and the Court of Appeal sided with the owner. On March 30, 1979, the California Supreme Court reversed (Robins v. Pruneyard Shopping Center, 23 Cal.3d 899): the California Constitution protects speech and petitioning, reasonably exercised, in shopping centers even when the center is privately owned, subject to time, place, and manner limits. The U.S. Supreme Court affirmed on June 9, 1980 (Pruneyard Shopping Center v. Robins, 447 U.S. 74): a state may grant that broader speech protection on a privately owned shopping center open to the public without violating the owner’s federal property or First Amendment rights. Justice Rehnquist’s opinion stressed the public character of the place.

That is civic history attached to a courtyard, not a soils finding. The case is why “Pruneyard” is a legal word as well as a Campbell address. SJPL’s essay and the U.S. Reports are the anchors; this page is not legal advice about what you may do in a mall today.

The Union Avenue strand

Union Avenue is the civic and residential edge of the same few blocks — fire station, apartments, the shopping-center orbit — not a separate geology lecture.

  1. 1951 · 51 N. Central Avenue

    The old station

    Campbell’s commemorative-plaque text: the 1951 firehouse at 51 N. Central Avenue was the first building owned by the newly incorporated city. It housed fire, police, and city offices. Volunteer Chief Jack Scott became the city’s first fire chief in 1952. Hoses hung in the tower to dry.

  2. 1982

    Union Avenue fire station

    The same city plaque: when the Union Avenue fire station was built in 1982, the Central Avenue house was no longer needed. Santa Clara County Fire Department still describes the Union Avenue station as covering downtown, the Pruneyard district, and nearby neighborhoods (commonly listed at 123 Union Avenue). Chronology, not a contamination claim.

  3. 1983

    Museum in the old house

    The Campbell Historical Museum moved into the renovated Central Avenue station in 1983 (plaque dedication November 12, 1983). Living quarters became offices; garage doors were sealed; the hose tower stayed. The building is a local historic point of interest.

  4. 1985 · 325 Union Avenue

    Woodleaf Apartments

    Rental-listing records commonly give 1985 as the year built for Woodleaf at 325 Union Avenue — a mid-1980s apartment community a short walk from The Pruneyard and from The Parc at Pruneyard at 225 Union Avenue. Treat that as neighborhood chronology: fire station, then housing, on the Union Avenue strand. It is not a finding about soil, fill, or sprays at that parcel. This page has no lab results, no assessor soil notes, and no EnviroStor/GeoTracker review for 325 or 225 Union.

The honest neighborhood sentence is short. In fifteen years the blocks around Bascom and Union went from late-orchard / new-mall to a firehouse move and a 1980s apartment wave. That is how a prune ranch becomes a zip-code landscape.

Arsenic literacy — test, don’t guess

Lead arsenate (typically written PbHAsO4) was a workhorse inorganic insecticide on North American fruit orchards from the 1890s into the mid-twentieth century, especially against codling moth. USGS Fact Sheet 2006-3134, summarizing Peryea and others, calls lead arsenate the most extensively used arsenical pesticide in that era; agricultural use largely faded by the early 1960s as DDT and later synthetics took over. Remaining insecticidal uses were cancelled in the United States in 1988. Residues do not “wear out” the way an organic molecule can. Lead and arsenic are elements. Where sprays landed for decades, they can persist in soil.

Peer-reviewed orchard studies — Washington soils in Peryea’s work, Virginia orchards in Schooley’s thesis and related Great Valley papers, and later speciation work by Gamble, Givens, and Sparks (2018) — repeat a few durable points:

Persistence in the topsoil. In minimally disturbed orchard soils, lead and arsenic often stay in the upper horizon (commonly discussed as the top few tens of centimeters; Peryea and Creger found most mass in the upper 40 cm in six Washington orchard soils, with some arsenic moving deeper than lead). Surface concentrations where arsenical pesticides were used have often exceeded screening-style numbers in those study regions. That is a literature pattern, not a Campbell measurement.

Pathways that matter in print. The exposure conversation in agency and extension writing is mostly about disturbed soil and dust, hand-to-mouth soil ingestion (children, gardening), and, for food gardens, possible uptake into some crops — leafy and root vegetables get more attention than tree fruit in the older orchard literature. Phosphate fertilizer can compete with arsenate for sorption sites and increase arsenic mobility and plant availability in some lead-arsenate soils (Peryea, 1991). None of that is a personal exposure assessment.

Bioavailability varies. Total milligrams per kilogram is not the same as what a body absorbs. Gamble et al. (2018) found less than 22% of total arsenic bioavailable by in vitro extraction in three historically contaminated orchard soils; arsenic was mainly As(V) sorbed to iron and aluminum oxides. Soil type, oxide content, pH, disturbance, and land management change the picture. A number on a lab sheet still needs a qualified reader.

Regional background is not a parcel result. Christina Marie Scott’s 1991 University of San Francisco thesis compiled existing investigation samples in northern Santa Clara County (the study discussion sits near the Highway 101 / 237 corridor — north of Campbell). For that compiled set she reported background-style ranges of about 0.2–5.5 mg/kg arsenic and 6.8–16.1 mg/kg lead (mean ± one standard deviation), within the low end of then-current USGS national ranges. She also noted that cultivation, irrigation, fertilizers, and pesticides had already altered surface soils, so the figures are not “pristine earth.” Use them as a regional reading aid. Do not paste them onto Union Avenue.

Washington as analogy — not a Campbell program

Washington State Department of Ecology’s “former orchard lands” pages are the clearest public explainer of the same chemistry in another fruit valley: lead-arsenate sprays from the 1890s to about 1950; residues that “do not break down”; neighborhoods, schools, and parks later built on old orchard ground; a Dirt Alert map; and, in Washington, a state free-sampling offer plus model remedies when arsenic exceeds 20 ppm or lead exceeds 250 ppm under their cleanup law. That program exists there. It is a teaching analogy for “orchard land → later housing → ask about soil.” It is not evidence that Campbell soils match Yakima or Wenatchee numbers, and it is not a Santa Clara County entitlement.

No Woodleaf or Pruneyard soil claim. This essay does not say those properties are contaminated, clean, capped, or listed. It does not quote a lab. Former orchard land in a fruit valley is a reason to ask and, if you have a stake in bare soil or a garden, to test. Anything stronger would be invention.

How to get soil tested here

UC Master Gardeners of Santa Clara County state plainly that they do not run a soil-testing service. They point residents to commercial laboratories (and note that cheap home kits are often inaccurate for this job). UCCE also notes that UC Cooperative Extension itself does not analyze samples; some out-of-state university labs (UMass Amherst and Penn State are the usual examples in California urban-agriculture guides) accept mailed samples. Ask a lab for total (acid-digested) lead and arsenic — not only a fertility panel — and for help interpreting results. EPA-style urban-garden advice is to include pH, organic matter, nutrients, and metals including lead; CAM-17 metals if site history is industrial.

Santa Clara County Department of Environmental Health is the right door for hazardous-materials complaints and questions, not a verified free backyard orchard-sampling program like Washington’s. This page found no Campbell city “free lead-arsenate yard test” offer as of the sources checked in September 2026. If one appears later, use the city’s site — do not take a blog’s word for a public program. For gardens, extension fact sheets still repeat the adult habits: test rather than guess; keep dust down; wash produce; consider raised beds with clean imported soil if you do not trust native dirt.

Wet meadows, creeks, and fill — two different maps

San Francisco Estuary Institute’s Western Santa Clara Valley historical ecology work (Beller, Salomon, and Grossinger, 2010) reconstructs the valley floor around 1800: oak savanna on well-drained fans, and a large wetland mosaic on poorly drained clay — wet meadows, alkali meadows, freshwater marsh, ponds, willow groves. They mapped about 30,800 acres of wetland habitats, more than 30% of that study area. Wet meadows stayed wet after rain because of clay and flatness, not because they were San Francisco Bay.

That valley-floor story is the one that belongs near Campbell creeks (Los Gatos Creek, San Tomas Aquino / Saratoga Creek country, Guadalupe system). Early surveys describe Los Gatos Creek and the Guadalupe joining near their present confluence, with sloughs and willow groves in the mid-nineteenth century. From Gold Rush settlement through commercial agriculture and then Silicon Valley urbanization, channels were straightened, wetlands drained or filled, and the adobe flats put into orchards and streets. SFEI and related landscape-ecology papers treat that as extreme native-cover loss — not as a single dump of bay mud under every shopping center.

Do not collapse the maps. Bayshore salt-pond and tidal-marsh fill — Alviso, Sunnyvale shoreline, Mountain View baylands — is a different historical machine: diked bay, industrial salt, later restoration. Campbell’s valley-floor wet meadows and willow groves are inland of that tide line. Both are “South Bay water history.” They are not the same sentence.

Two possible pathways — neither asserted for a parcel

Regraded orchard topsoil is one mechanism in the literature: when an orchard is scraped for a mall or apartments, the sprayed horizon can be mixed, piled, or spread. Residues, if they were there, move with the dirt. Construction fill is another: imported material of unknown origin, sometimes from creek work, demolition, or distant borrow pits. Marina District 1989 (see this site’s liquefaction desk) is the Bay Area’s famous fill case — hydraulic and dumped fill, not orchard spray. The mechanisms are different. Either can carry legacy materials. This page does not say either one happened, or did not happen, at The Pruneyard or at 325 Union Avenue.

Short bridges: foreshocks, arid weather, fire

This is a land-history page. Three neighboring literacies sit next door; they are not the essay.

Foreshocks and soft ground. Campbell sits on Santa Clara Valley sediments that can amplify shaking relative to nearby hills. The earthquakes desk is the timeline (Calaveras, Loma Prieta, “recent feelables”). Small jolts are ordinary plate-boundary housekeeping, not secret previews of a big one — that page says so on purpose. Creek-margin Holocene deposits and fill are the liquefaction screening question on the liquefaction desk. History of land use and maps of soil behavior are siblings, not substitutes.

Arid years and dust. The weather desk is the live forecast. Drought and late-summer dryness raise two practical notes that touch this story: vegetation dries (fire weather), and bare dirt makes more dust. If orchard-era metals are in a topsoil somewhere in the valley, dust is one of the pathways the literature already flags. That is a reason to wet work, cover piles, and wash hands — not a claim that Union Avenue is a Superfund wind event.

Fire literacy. Campbell’s urban core is not a mountain WUI town, but drought years still grow roadside and creek-corridor vegetation fires, and wildfire smoke from the Santa Cruz Mountains or farther inland is now ordinary September air. Ready for Wildfire and CAL FIRE are the official habits: defensible space where you have it, Go-bags, official alerts — not rumor apps. Pair smoke days with the Local air-quality card and AirNow. The Union Avenue station’s job, since 1982, is the short-radius version of that literacy.
