City and county offices handle most street, park, and civic filming. Bay Area shoots need the correct jurisdiction — not one statewide “film permit.”
Copyright in a motion picture attaches when the work is created and fixed. Registration is optional for protection to arise, but is generally required before an infringement suit and unlocks certain remedies. Indie filmmakers often confuse “I shot it so I own it” with festival-ready chain of title, music, clips, and talent releases.

Apply via CFC for State Parks/beaches, Caltrans highways and facilities, and other state agency buildings. CFC publishes lead-time guidance on its permits pages (including longer windows for drones and Caltrans closures). CFC does not charge a permit-processing fee; State Parks or Caltrans may charge review or monitor fees — confirm on the live pages. Highway, state park, or state-building shoots need CFC, not the City of Campbell.
San Jose is a state Regional Film Office. For public-property filming inside city limits, productions work with the City; the Film Office helps connect permitting and scheduling contacts.

As published by CFC for state property: general liability typically ≥ $1,000,000 per occurrence with additional-insured endorsement naming “the State of California, including its officers, agents and employees”; Workers’ Comp (or exemption waiver if no employees); auto liability ≥ $1,000,000 when autos are used; UAS/drone coverage typically higher; aviation/helicopter higher still. Fair use (17 U.S.C. § 107) is a four-factor, case-by-case doctrine — purpose/character, nature of the work, amount/substantiality, market effect — not “short clip is fine.” Music, logos, artwork, clips, and identifiable people (releases / publicity / privacy) are common clearance issues for exhibition and E&O insurance.
Commercial (and most work/business) small-UAS flights generally fall under 14 CFR Part 107: Remote Pilot Certificate, aircraft registration, airspace authorization when required (LAANC / FAADroneZone), Remote ID as applicable. Local film offices (CFC, Film SF, and others) often add drone lead time and insurance on top of FAA rules. Bay Area controlled airspace (SFO, SJC, OAK) makes “just fly” illegal for commercial work.

Choose tools you can operate reliably. Test the full sound + picture pipeline before shoot day. Watching films and using libraries (BAMPFA, SFFILM Education) count as craft development equal to buying gear. No brand rankings here.
Pair lighting and generators with CSATF electrical/general safety, and with local permit rules when generators sit on public property (San Jose’s inquiry form asks about generators).
Picture edit, sound design/mix, color, titles/credits, captioning/accessibility where an exhibitor requires it, and delivery codecs per festival or distributor specs. Keep a simple asset log (camera originals, music licenses, font licenses). Exhibition readiness is part of filmmaking, not an afterthought.
