Band 1 and band 2 are digits. Band 3 multiplies them (black ×1, brown ×10, red ×100, and so on; gold ×0.1, silver ×0.01). Band 4 is tolerance — gold ±5% and silver ±10% are the ones you see most often on through-hole parts.
Example: red · red · brown · gold → 22 × 10 = 220 Ω ±5%. That is a common LED series resistor on a 5 V rail.
